President - Glenn Barlett

Glenn BarlettGlenn Barlett is the President of Glenn Barlett Consulting Services, LLC located in Englishtown, New Jersey. He is a nationally recognized expert in the use of statistical analysis of personnel data to identify potential employment discrimination and the preparation of Affirmative Action Plans.  He has intimate knowledge of the Office of Federal Contract Compliance Programs (OFCCP) US Department of Labor, where he was employed as an Equal Opportunity Specialist, Quality Auditor, and Regional Director of Planning and Support.

Glenn is a member of the faculty of the Cornell University School of Industrial and Labor Relations and the Rutgers University Institute of Management and Labor Relations.  He teaches seminars on the use of statistical analysis to identify potential areas of employment discrimination, the preparation of Affirmative Action Plans, the Census 2000 Special Equal Employment Opportunity (EEO) File, and the Glass Ceiling.

In 1971, he began working for the New Jersey Division on Civil Rights, where he investigated individual complaints of discrimination in the areas of employment, housing, and public accommodations.  While at the state agency he became a first line supervisor and then the Manager of the Newark Branch Office.  Glenn joined the Federal Government's Contract Compliance program in 1977 as an Equal Opportunity Specialist with the Department of Defense.  Two years later he was transferred to the OFCCP as part of the Government's consolidation of the Contract Compliance agencies.  In addition to directing high profile compliance reviews which received national attention, Glenn conducted numerous routine compliance reviews, developed and presented internal agency training, and served as a quality auditor.  He was responsible for developing some of the first computerized approaches for analyzing Affirmative Action support data.

Glenn left the government in 1984 and became a management consultant with a firm in northern New Jersey.  He specialized in the design and development of payroll/accounting interface systems.  He stayed involved with EEO and Affirmative Action mostly through teaching at Cornell and Rutgers.  Glenn developed spreadsheets for analyzing hire, promotion, and termination data for indicators of potential discrimination and provided consulting services for federal contractors in this area.  In 1991, Glenn left the consulting firm to devote all of his time to Glenn Barlett Consulting Services, LLC.

 

Projects Director - Lisa Hawkins

Lisa Hawkins is the Projects Director of Glenn Barlett Consulting Services, LLC.  Lisa is responsible for the initial project set-up for all of the AAPs we prepare.

She specializes in the creation and assignment of Job Groups and Census Codes.  Lisa works with site specific, business specific, and employer wide Job Group structures.  She has an intimate knowledge of the Job Categories and corresponding codes for which labor market data is available in the Census 2000 Special Equal Employment Opportunity (EEO) File and makes Census Code assignments for all of the employees covered by our client’s AAPs.   

Lisa performs the initial review of data provided by our clients and works with them to resolve data discrepancies.  Once data issues are resolved Lisa sends recommended Job Group and Census Codes assignments to our clients and partners with them to finalize the assignments and determine reasonable recruitment areas, feeder Job Groups, and the internal/external ratios by which jobs are filled.  Lisa also has an intimate knowledge of the geographic areas for which data is available.  She uses this knowledge to guide our clients in the selection of reasonable recruitment areas.  She has excelled in these roles while assisting in the preparation of thousands of AAPs for our clients.  Lisa majored in Psychology in college and has been with the firm since 1996.

 

Operations Director - Cherilyn Bain

Cherilyn Bain is the Operations Director of Glenn Barlett Consulting Services, LLC.  Cherilyn oversees the preparation of AAPs by the firm’s analysts.  She resolves countless issues that arise with the data used to prepare the AAPs.  Most frequently these issues involve applicant, hire, promotion, and termination data needed for the critical adverse impact analyses.  Issues become particularly complex for multiple site contractors who have employees who work at one site, but report to staff at another site.  OFCCP regulations require special treatment of employees in this category.

She has intimate knowledge of the OFCCP’s Internet Applicant Regulations and works with clients to ensure that individuals are not included as applicants who do not meet the definition of an internet applicant.  Cherilyn also reviews applicant data to make certain it matches the hires during the twelve-month period prior to the AAP year.

Cherilyn has the primary responsibility for the firm’s quality control process, which includes thorough proofreading of projects before they are sent to our clients.  Her proofreading focuses on the statistical reports as well as the text of the AAPs, Executive Summaries, and cover letters.   

Cherilyn also specializes in special projects and studies along with AAPs selected for compliance reviews.  She has excelled in these roles while assisting in the preparation of thousands of AAPs for our clients.  Cherilyn has a Bachelors Degree in Business Studies and has been with the firm since 1999.

Our seasoned consulting staff has extensive experience in preparing Affirmative Action Plans and assisting with all aspects of Equal Employment Opportunity and Affirmative Action compliance.  They do not simply analyze data provided to us, but work with our clients to make certain that data is correct before it is analyzed.  Our staff are also experts at explaining the results of analytical reports and advising our clients on their potential exposures.
